Palisades Park Resident Dies Month After Wife's Burial
Stephen Jerome Tracy, 76, of 312 Hillside Avenue,
Palisades Park, died at 5:30 P. M. yesterday at Holy Name Hospital, one month
following the death of his wife. Lena Harvey Tracy. Death was caused by a heart
attack and cerebral hemmorhege. He had snrnt yestertdav afternoon shnnntnc in
Wnrlrnntrlr n-ltli His son. Dr. Stephen Tracv. professor of engineering in the
College of the City of New York. They had returned home when Mr. Tracy
complained of being tired. A short time later he was taken with the fatal
attack, and on the recommendation of Dr. Joseph Pedcvill. family physician, was
taken to Holy Name Hospital. He died a few minutes after his arrival. Mr. Tracy
was born In Ireland, and was a veteran of the Spanish-American War. As a young
man he entered service as an apprentice in the Merchant. Marine. He served

The first recorded attempt to establish an office for
welfare work was at the National Cash Register Company in 1897. The company's
founder and president , John H. Patterson , appointed the Ohio deaconess and
Antioch graduate, Lena Harvey Tracy, to begin what was essentially a
settlement house programme within N.C.R., for both employees and
neighbourhood residents. Tracy was the first 'welfare director' in the USA;
her work with the local children, as well as in the factory itself, became a
cornerstone for Patterson's industrial betterment programme. The Palisades Park Public Library was founded in
1917 by Lena Harvey Tracy, a resident of Palisades Park. She started the
Library with only 50 books. Today, 100 years later, the Library’s collection
includes over 60,000 items and we provided access to thousands more thanks to

Lena Harvey Tracy and her twin brother, the Rev. Leon Harvey of 312 Hillside
Avenue, Palisades Park, who yesterday celebrated their 78th birthdays. Both
prepared for useful lives from a pioneer farm In Pennsylvania by teaching in
country schools. After graduation from college both became ordained. Mr.
Harvey as a minister in the Unitarian Church and Mrs. Tracy as deaconess in
the Christian denomination. Beginning with city mission work in the
depression of 1893 in Springfield, O.. Mrs. Tracy, then Lena Harvey, found
much to do in relieving suffering and starvation. Many tragic stories are
told of her experience at that time. In 1896 she became affiliated with the
National Cash Register Company in Dayton, O., of which John H. Patterson was president.
Mr. Patterson made Miss Harvey head of the welfare department and within a
short time introduced her to his more than 6,000 employees as the bridge
between labor and capital. This industrial welfare work organized under the
direction of Mrs. Tracy is known the world over and is recognized as the
first social Industrial welfare work in the United States. Soon thousands of
visitors came to see what was being done for labor. The work since then has
spread and gains yearly. When this work was well established, a call came to
Miss Harvey to organize institutional work in New York City. This was carried
on successfully for 9 years in Dr. Henry Stimson's Congregational Church at
76 Street and Broadway. Miss Harvey became Mrs. Stephen Jerome Tracy. The couple
have one son. Stephen J. Jr., who now Is a professor in City College of New
York. In 1910 Mr. and Mrs. Tracy located in Palisades Park, where she became
active in civic affairs of the town by organizing boys clubs, girls sewing
clubs, the Homemaker Association and finally the organization of the
Palisades Park Free Public Library in 1917. She still Is a member of the
Library board of trustees and continues in her position as librarian. Mr.
Harvey is a graduate of Harvard University. He has retired from the ministry
but goes to business every day. His active work includes the building of
three churches in Des Moines. Ia., in Erie, Pa., and in Flatbush, N. Y. He
has acted as state secretary for religious conferences held in Iowa and New
York City. The celebration yesterday took the form of a family reunion dinner

Twins Hold Annual Reunion To Mark Their Anniversary Mrs. Tracy Of Palisades
Park And Rev. Harvey Of Gcrmantown Will Celebrate Tonight Mrs. Lena Harvey
Tracy and the Rev. Leon Harvey, twins at 80, are celebrating their birthday
today. For many years the joint birthday celebration was in the form of a
banquet at the Tracy home at 312 Hillside Avenue, Palisades Park, but due to
the illness of Mr. Harvey, who is unable to leave his home, It will be held
tonight In German town, Pa. . BORN IX 1800 Lena and Leon Harvey were born
near a wood fire in a loghouse at 5 A. M. October 11. 1860. Lena taught a
Sunday School class at 15 and was organist in the church. At, 16, she became
a teacher in the District School for a group of 45 ranging from 6 to 21 years
of age. She taught them to sew and cook In aditlon to the 3 R's and other
subjects. She taught until she was 26, when she entered Antioch College as
its first student to work her way through. Miss Harvey's next pioneer work
was as deaconess in the Christian Church. The U, S. Christian Convention
opened its first home in Springfield Ohio, and Miss Harvey was asked to carry
on the wonk in 1883. In 1896, her resourcefulness as an organizer, her
ability and her humane spirit came to the attention of John H. Patterson,
president of the National Cash Register Company, Dayton, Ohio. Patterson
asked Miss Harvey to become the head of this work and introduced her to his
4,000 employees as the "Bridge between Labor and Capital". This
work is recognized as the first social Industrial work in the United Stains.
Thousands of visitors visit the factory annually to see and learn how
employer and employees live as a happy family. When this work was well
established a call came to organize an Institutional Church with Dr. H.
Stimson's Manhattan Congregational Church at 76th Street and Broadway. This
was carried on successfully for nine years when Miss Harvey became the wife
of Stephen Jerome Tracy. The couple have one son, Stephen "Jr., who is a
professor of Engineering at City College, New York. In 1910 the family came
to Palisades Park and have lived there ever since. She was the first woman to
serve on the Board of Education. She organized the Home-makers Association,
now the Woman's Club, and also organized the Lincoln Boys Club. She organized
the Palisades Park Free Public Library in 1917 and still holds the position
of librarian. Today her dream of a public library building is nearer
realization than it has been any time in the past 10 years when she started
to campaign for a building. It was only last Tuesday night that Mayor John J.
Dickerson appointed a committee of 3 councilmen to confer with the library
board, regarding a library building. Mrs. Tracy is also on the eve of
publishing a book of her life, which she began several years ago. Leon, the
twin brother, lives in Germantown. Pa. His life, too. has been full of
pioneer work as a Unitarian minister. He is a graduate of Antioch College and
of Harvard University. He built three churches In Erie. Pa., in Des Moines.

1917 Was First Librarian Mrs. Lena Harvey Tracy, whose devotion to a free
public library, finally led to its founding In Palisades Park In 1917. Town History Jubilee Through the untiring efforts of Mrs. Lena Harvey
Tracy, a library was started In Palisades Park following a meeting April 15,
1917, in the school, at which 104 people signed cards to become borrowers.
Mrs. Tracy was chosen librarian and served in that capacity for many years
without compensation. Citizens contributed 50 cents a year for expenses of
the library. In November, 1917, the Board Education gave
permission to use school Boom 4 for library purposes. Later the Library moved
to Borough Hall In the present council room, which at that time also housed
the fire engine on the south side of the room. In 1921 a referendum for
establishment of a municipal library was submitted to the voters and
approved. In January, 1922, the Palisades Park Free Public Library was
officially formed at a meeting in the Borough Hall. Mayor Robert Todd acted
as chairman and the following were appointed trustees: Salvatore Penny.

Allman. t In May, 1923. the Library was lo cated in the basement of the
Central Boulevard School. Present Library quarters are at 264 Broad Avenue
which was officially opened to the public on Feb. 17. 1941, with Mayor
Dickerson, members of the Borough Council, Board of Education and many
prominent citizens attending. Mrs. Tracy, tireless worker for the library,
died at the age of 80 in 1940. Since Mrs. Tracy's death, Mrs. Harriett
Robertson has served the community as librarian. |

Elizabeth Tracy: Angel of Mercy in the Pahvant Valley ...Of future importance to Dr. Elizabeth Cahoon, a man
named Jerome Tracy was one of the first to become established at Woodrow.
Tracy, a former New York state justice of the peace, "was educated for
the [Roman Catholic] clergy, but renounced his training and wandered where he
pleased," according to longtime Delta newspaperman Frank A. Beckwith.
Most recently, Tracy had been prospecting and mining throughout the
Southwest, particularly in Arizona. When he left employment in a mine
nicknamed the "widowmaker" because of its many silicosis victims,
he came into contact with promoters of the Oasis Land and Water Company
project in west Millard County, and he committed to developing a farm on two
forty-acre tracts near a crossroads location soon to become Woodrow... ...There is no reason to believe that Jerome Tracy,
described as a "short, bristly Irishman," held any grudge over the
dam washout, the irrigation company's most serious crisis. However, later
records from his justice of the peace court for Woodrow precinct indicate
that he was consistently impatient with the successor irrigation company when
it allowed water delivery canals to overflow, creating difficult mud hazards
along the roads of the community that he, more than anyone else, was charged
to oversee and protect. More than once he levied fines on the Delta Canal
Company for offenses that others might have been more likely to overlook.3
The judge was notorious as "a most colourful character," and he was

22, 1910 Mohave County miner (Mineral Park, A.T. [Ariz.]) Jerome Tracy, well known in this county, was united
in marriage with Miss Elizabeth R. Cahoon, at Burtner, Utah, on the 4th of
this month. The bride is a physician of that place and the groom is farming a
large acreage under one of the big canals. The happy couple have the good
